Conduit bodies bonding

I would like to know if a painted conduit body (120/208V system) that is directly touching the exterior of a painted transformer enclosure and is connected on the interior of the enclosure with a threaded chase nipple has 1.) the proper bonding and 2.) the proper physical installation?

EG Look at 250.12 ( Clean Surface ) Also how about grounding locknuts. 250.53(A) 250.96(A)

Well around here the AHJ will not pass a chase nipple alone for bonding, you have to use a locknut to "dig in" to the paint.

OK! My questions still are:
1.) Is the conduit body (painted) on the outside of the transformer enclosure touching the enclosure (painted) OK?

2.) If the chase nipple on the inside is not proper then installing a threaded nipple with a locknut that bites on the metal on the inside OK?

3.) Does having one surface of the enclosure alone make solid contact with the conduit acceptable or does both sides of the transformer enclosure need to make metal to metal contact with the conduit?
