Conduit Bonding Question

I received the question shown below from a student at a course on Quality Verification. I don't think I can give a good answer on my own. Can anyone provide an answer?
I have a couple of questions concerning bonding of metal cable tray to EMT conduits and 4" rigid galvanized or possibly EMT wall sleeves. The contractor put plastic bushing on the conduits and wall sleeves and no bonding conductor. I have looked through Article 250 of the NEC and can't find specifically where it says the conduits and wall sleeves need to bonded with the metal cable tray (wire - no solid). This is a design build for a brand new elementary school. I have attached a quick sketch since I was unable to get a picture. If you would please refer me to the paragraph in the NEC as I will need to inform the contractor.

As far as the sleeves, 250.86 Exception 2, excludes the short sections from being grounded even if the data raceways were required to be.
392.60 requires tray to be electrically continuous but I don't find where it must be grounded.
