I agree RMC/IMC is usually allowed to be shallower then other methods when given the same conditions.
The conditions do make a difference though. table 300.5 allows zero depth under a building for all wiring types. Next level is 4 inches and there are about 4 different situations where this is allowed with different wiring methods. All are under concrete slabs with no vehicular traffic. RMC/IMC can be used there with about any situation, but other wiring methods have additional limitations such as 120 VAC with GFCI protection or 30 volts or less landscape lighting applications. Next level is 6 inches but there is quite a few wiring methods and conditions that are allowed to be under 6 inches of cover.
