Conduit Burial Depth

I've been looking at NEC Table 300.5 and am a little confused on what category I fall into. I've got an alley that is asphalt. I want to bury rigid metallic conduit, concrete encased. Do I follow the streets category and go 24" or can I follow the trench, under 2" concrete and go 6" down? There will be vehicular traffic.

I think you have to follow the column for streets and alleys, even if you encase it in concrete.

since they made a seperate column for alleys and streets, you have to abide by that regardless of concrete encasement.
