In a common area in a condominium complex ( NOT parking or roadway ) I encountered many pvc conduits with less than 12" of cover.
The compex is old ( built in 1970 ) but I would think that 120/240 volt conduit would need 18" of cover.....

1970 was a long time ago. Have the minimum depth requirements in Article 300 changed since then?
