conduit drain

Is there any way to put some sort of drain in an underground service lateral conduit? The area gets a lot of snow and when the melting starts conduits from the pad mounted transformer to the meter enclosures on houses are filling with water.
 
I cannot see how an underground raceway would have any kind of effective drain.

Sealing up the raceway would probably be more effective. Using some type of epoxy that does not degrade the insulation is one way to try this.

Well, you can build a sump on the low end with a drain on a T.
You can seal it, but then you should pressurize it. (If sealing would work to keep vapoors and gases out, they would have used it as an explosion protection, alas it does not.)
