Conduit encased in concrete under commercial driveway

Installing PVC that is to be encased in concrete that is going to pass under a commercial driveway that will have vehicular traffic.
Is it to be installed at a min of 12in as per row “In trench below 2in thick concrete”
Or
Installed to a min of 24in as per row “under street.....driveways”

?

The latter. You don't get to claim the pavement put there for people to park their cars on is actually meant to protect the wiring.

Yup 24" minimum to the top of the raceway, could be encased in a foot of concrete and it wouldn't matter.
