Conduit entrances on rooftop ACs

Hello all. I was told by an inspector a few years ago that it is illegal to enter a rooftop AC or EF from inside the unit. His argument was that even if you turn off the disconnect you will still have line voltage present inside the unit. Many rooftop units come with the electrical KOs in the bottom to facilitate installation. Obviously this is preferred so we don't have to deal with roof jacks, strapping, and the occasional clearance issue. I've been trying to find this in the code book, but I'm coming up empty. Does anybody have solid information on this?
 
The inspector was wrong, read the first paragraph of 440.14.

I've heard this too lately on the job but as Roger has stated the NEC has no such prohibition.
 
Any unit with an integral disconnect (roof top or otherwise) would be pointless if concern in the OP were true.
