Conduit fill on short conduits

Hello everyone
I have a question concerning conduit fill of short conduits. Although i normally follow conduit fills designated by chapter 9, on a recent installation of a panel replacement, i didn't. I attached a link to pictures to make it clearer. My main concern was that the conduits stayed under 24 inches so i could use 310.15 exception 3, but really forgot to think about fill on such a short run. My inspector was ok with it, but that does not make it right. What is your opinions on whether it is ok or not to fill short nipples over 40% or where to draw the line?
On this installation with all the knockouts, it is really hard to knock out a two inch hole in the middle of a bunch of little holes.

Chapter 9
4) Where conduit or tubing nipples having a maximum length not to exceed 600 mm (24 in.) are installed between boxes, cabinets, and similar enclosures, the nipples shall be permitted to be filled to 60 percent of their total cross-sectional area, and 310.15(B)(2)(a) adjustment factors need not apply to this condition.

You just gained an extra 20% fill!

So, just how full were these nipples?

You can usually get enclosures with blank end panels.
 
Interesting. I never noticed that note before. Well, that changes things. After a few calculations, i see that there was never even a problem. Thanks guys!
