Conduit fill with TC

I know when using a single cable in a conduit it can be used as a single conductor at 53% fill correct?

What about when it’s just two cables? Am I than stuck at 31% for the “two conductor” fill or do I go ahead and figure for more than two conductors at 40%.

Anything over two cables I have always used the 40% .

Yes. You could perhaps go ahead and plex them somehow, and then treat them as one cable. And if they are flat, that will be a win on diameter as well.

Or you could strip their jackets within the conduit, assuming you use proper transition fittings or boxes on each end of the conduit run. That would give the smallest allowable conduit size.
