26 - #12 THHNs can go in 1" EMT per Annex C table C1 2002 NEC.

But if they are 26 current carring conductors you will have to use 15 amp breakers on these circuits.

if all the conductors are current carrying conductors, wouldn't article 310.15.B.2.a (adjustment factors) apply?

Yes, it would :)

Table 310.15(B)(2(a)

21 to 30 conductors 45% of the value in 310.16

310.16 #12 awg copper THHN 30 amps

30 x .45 = 13.5 amps

240.4(B) allows moving up to the next standard breaker if you meet the conditions of 240.4(B)1) not part of a multiwire circuit, 2) the ampacity does not match a standard breaker, and 3) not over 800 amps.

So a 15 amp breaker would be fine.

since his application is vague, wouldn't Article 240.4.D apply in this case until we have the specifics of the application?

"240.4(D) Small Conductors. Unless specifically permitted in 240.4(E) through (G), the overcurrent protection shall not exceed 15 amperes for 14 AWG, 20 amperes for 12 AWG, and 30 amperes for 10 AWG copper; or 15 amperes for 12 AWG and 25 amperes for 10 AWG aluminum and copper-clad aluminum after any correction factors for ambient temperature and number of conductors have been applied."
