Conduit Grounding for panels

I've found code reference that allows the use of conduit as the means of equipment grounding (250.118), but I can not tell if that extends to the grounding conductor routed from one panel to another.

The situation that I am looking at has an additional ground wire run in a separate conduit to the downstream panel. So, is a ground wire allowed to be run in a separate conduit if the phase conductor conduit is also a ground?

Why was a second conduit run, if the feeder conduit is an adequate EGC?

Just remove the redundant conductor from the second conduit.

Unless I'm missing something. It could happen. :confused:
