conduit in bottom of large equipment

Where does the code allow conduit to enter the bottom of a large piece of equipment that has no bottom so the conduit is not attached? I can't find it.

Also take a look at 408.5. I'm still baffled as to why we're limited to only 3"? That dimension is sometimes unattainable with large EMT penetrations into the open bottom of a switchboard.
