Rigid metal conduit penetrates exterior wall to enter the building above ground, per NEC this conduit must be sealed when penetrate, what type of sealant can be used and code compliance?

The NEC does not require that the entry into the structure be sealed...just that the interior of the conduit be sealed. The question is asking about the sealing required by the NEC.
Correct my question: how to seal around the rigid conduit penetration when the conduit pass through the building exterior concrete wall from outside. What's type sealant can used in this case?

Yes but the op is talking about sealing RGS to the building. Cable, conductors, and conductor insulation are not involved
You were correct!

We always use mortar. You can use silicone, phenoseal, or some other type of caulk. IMO duct seal won't keep the water out.

So to clarify:

Outside of the conduit, to seal the conduit to the building, you can use mortar, silicone, phenoseal, or caulk. You can even leave the penetration unsealed, depending upon the circumstances.

Inside of the conduit: duct seal.

why need to seal inside conduit? NEC requirement? Just curious...

See NEC 300.7 Raceways Exposed to Different Temperatures. Sealing is required when conduit goes between areas of different temperatures to prevent warm air from circulating into the cold region and condensing moisture.

Yes when it goes from outside to inside the conduit is required to be sealed to prevent air from moving within the conduit. {300.5(G)} also what Winnnie stated.

As Don stated this is not an NEC question. Penetrations through the building envelope would be covered under something like the building code.
