Conduit roof penetrations for 24VAC cables

Wondering where in the code it states that roof penetrations for low voltage HVAC control wiring need to be ran in rigid conduit? Roof
deck is 6 inches of concrete on one building and steel deck/membrane on the other. If properly supported why are EMT and raintight
fittings unacceptable. Can't find it in the NEC/ICBO.

It is fine to the NEC.

But it is a common and I think a good specification.

Where I am electricians do the wiring, not HVAC contractors.
