Conduit Seals underground?

Does the code permit conduit seals to be buried underground if a junction has to be made? The existing power supply for an existing motor pump has to be moved. Two options we have are to splice conductors underground or re-pull conductors through existing conduit that has previously been sealed. not sure if that's even possible

Seals are required to be accessible.[Section 501.15(C)(1)]
