conduit sleeves install on site plan?

When/ what application do we need to have conduit sleeves install in site plan? We have some
pole lighting circuits and Civil engineer ask to show sleeve routing under pavement so he can show
in his paving plan... do you think he meant conduit? Thank you!

Could be both. He may want to show pathways under islands, sidewalks, easements, etc..... for conduits to be installed later but before the pavement is placed.

Or the intention may be to actually provide sleeves rather than conduits so that direct burial cable can run under the paved areas without trenching.
