The short answer is "Yes", however, the longer answer is depends.

The AHJ for the street lighting (usually the Department of Transportation or DOT) typically specifies the size of boxes and conduits used and this will depend on where they are used - . While the specifying engineer can change the sizes, it can be a pain and may not be worth the hassle.

Open bottom handholes are not a wiring method that is recognized by the NEC. The CMP has accepted a proposal to add them to the scope of article 314.
However they are commonly used for pull boxes, typically for traffic signals. In Washington State, our DOT has specific requirements on the maximum number of conduits allowed, spacing and installation.
Our state electrical code has additional requirements on the legend and installation.
You also have to consider the traffic rating of the box. Most boxes are not listed, but are appoved by the DOT in their specs.
