Conduit stub-up support

When a conduit stubs up through a concrete slab and terminates at a panel 2.5 feet above the slab, does the conduit need to be supported near the panel? I know the rule is support within 3', but the installation looks flimsy without support near the panel. Does the slab count as support within 3'?

I would say no additional support is required if within 3'. Your not going to find something more secure or supported than a conduit emerging from poured concrete.
