Are you asking what is considered securely fastened?

The term "rigid support" is not found in the requirements for securing and supporting conduit.

The only person that can really answer the question of whether or not "tie wire" would be approved as a secure fasting means would be the AHJ.

If you twist the tie wire too tight with your linemans it will break. If it's used to support conduit below a joist it may warrant a closer look. But it's still an acceptable practice if you choose to do it. Myself, I choose not to, in most cases.
 
Can you support conduit under bar-joist with tie-wire?

NEC and code requirements aside and maybe interjecting a little common sense:

I guess the problem I would have is that if you can run conduit under bar joist, usually it would be no problem to run it over the same joist so why wouldn't you.

The tie wire is not an issue for me, I have used it many times. If it were to break it is up to the installer to make an ethical decision and replace it (I know many that would not bother). Pride in workmanship........
