Can nonmetalic raceway listed for direct burial be installed 6 inches under roads if incased in 2 inch thick concreat envelope?

Nj electrical code assistance said it can be at any depth under roadway as long as 2 inch envelope is provided. Note 2 table 300.5

note 2 is telling you how much concrete to encase certain type(s) of raceway in not how deep to bury them.
minimum for under roads and the like is 24 inches in all columns
Note 5 is the only way I can see allowing shallower burial depth.

The NJ electrical code assistant is mis-applying Note 2 to Table 300.5.
Note 2 is referring to raceways such as Type a and Type EB PVC and HDPE raceways that require concrete encasement.
