Conduit under slab depth

Hey does anyone know the depth required for conduit under a concrete slab.

I ran some ducts under my garage floor for future use before it was poured. 3” pvc, few inches deep. Concrete is poured 4” thick over top. So I’d say they’re about 8” from the surface. Since the concrete is poured and the pipe’s depth can’t be inspected visually, would an inspector have a problem with not seeing their actual depth with his own eyes during a “trench inspection”

I’ve read 18” for conduit and 24” for direct bury but i can’t find a direct answer for under concrete.

I’d like to use one of them to move my meter to the opposite side of my garage

I talked to them before. They have a few requirements like access and height and in my case 3 feet away from vehicular pathways
Some won't like the service lateral to be inside perimeter of the building is what I was getting at. Especially if the "service point" is at your meter equipment. It you technically own and maintain what is under the building they likely won't care. If they maintain it they likely want it outside the building in most cases.
