Conduit used as a support

In a recent inspection of an electrical contractor's project I spotted several conduits with (1) #6 insulated wire (green) tyrapped to the outside of the raceway. These wires originate at several different area ground busses. These bonding jumpers terminate at several instrument junction boxes (120VAC & 4-20 ma).
I am aware wires, cables, other conduits, etc. can not use a conduit system for support by securing to the outside. A separate conduit or cable tray should be installed for the equipment bonding jumpers.
I was asked, "show me in the NEC that I can't do this".
Please help with the location in the NEC of this issue.

In general 300.11(B) prohibits using raceways as supports with some exceptions.

If this is an equipment bonding jumper 250.102(E) may allow this installation
