We have seen engineering spec. requires conduits and J-boxes coverplate to be marked with circuit number using black marker
(for 600V or less circuits), is this a code requirement or their design intent? And does this only apply for conduits, boxes run above ceiling?

It's a common speck and IMO a good idea, we have done it for years. Note, if this is a hospital look at 517.19(A) for additional identification requirements.

I personally do it (I mark the panel designation and the circuit numbers) but many guys are too lazy to bother marking anything that isn't required in the specification. IMO it's a good practice that only takes a few seconds.

We specify marking of junction boxes, receptacle outlets and other apparatus with the panel and breaker numbers. It makes life much easier when modifying or troubleshooting later on.

To me it's like labeling a panel schedule with an ink pen or typed.

It's fine at first when everything is correct, but, as changes are made, and the covers labels are not kept up with , it creates more confusion than it's worth IMO.

Plus, if a box is labeled with a certain circuit number and it happens to be changed for some reason to another , I would think one would assume some liability if someone were to get hurt by a mis-labeled box cover.

There's good and bad to it.
