I don't think that you are talking about a "flexible power cords of appliances or other utilization equipment".

You are still talking about branch-circuit wiring in a patient care area, which very clearly is required to comply with 517.13 (A) and (B).

Why won't they allow a stainless boom or structural drop from the ceiling?

Or maybe something in a mineral insulated cable? I've never had the honor of using any, but it is very strong, and the sheath would comply. Maybe some outlet box assembly exists that is designed to be clamped to it such that it is self-supporting...

But the exception is only for the distance between supports.

The equipment (box/outlet) still has to be 'fixed' to something.

I THINK we are agreeing here. The exception is for conduit terminated in a machine rising up... Does not allow for an unsupported box, and would not be applicable to a receptacle install.
