conduits in elevator machine room

Dear friends
There is a building that have an elevator machine room, and one electrical room next door upon the building's roof. Also, there is an open area called Penthouse, right above the elevator machine room, where there is a big fan coil unit.
Is it proper to have conduits going from a panel in the electrical room across the elevator machine room and then up to the penthouse to feed the fan coil unit? Does Article 620.37 allow that?
