Conduits on ground in front of electrical panel working space

Electrical panel is mounted on top of a flat roof section of a 5 story building. RMC conduit is running on top of the roof surface supported on dura-block 3-4 inches above the roof membrane. The conduits pass directly under and in front of the electrical panel and are technically within the working space of the panel.

This is a new construction project. Should there be a platform installed in front of the electrical panel, over the conduits, to make a cleaner working space?

Yes, you need a platform. At a minimum you probably have a tripping hazard which might interest OSHA.

IMO, without a platform it is subject to physical damage. Especially the way the conduits are installed next to each other.

I will guess the width of the installed conduits is about 16"?
