When conduits are run in duct bank and then stub up through slab is there any sealing that the electrician has to do around the conduits or the concrete( when poured) is enough of a seal?

Normally, pouring concrete around the conduits is adequate.

However, there could be cases (such as classified areas) where additional measures might be required.

Even that would be extreme cases I would think. Concrete is usually good enough barrier to have different or no classification on other side. worst case positive air pressure on the non classified side is probably good enough to keep it non classified.

Generally no additional action is needed when the concrete is poured around an object, you not really going to make any better of a seal.

When you bore a hole in concrete is when you might need to seal the gap around an object passing through with some other product.

Actually just came across this in spec.

Provide waterproof-type sleeves, Zurn Z-197, with galvanized Schedule 40 pipe extensions where
penetrating membrane-waterproofed floors. Cut, extend and repair membrane

Sounds more like a product looking for a solution to me.

Next we will need a sleeve for the sleeve?

If this is a frequent wash down or otherwise wet area, no penetration at all is probably a good idea if possible.

If only rarely gets wet don't sound like worth any effort to seal any better than the original pour around the raceway(s).

What type conduit are you running on either side of the slab. PVC with your Zurn sleeve and it’s galv pipe extensions would be an issue.
