#14 thhn on a 20 amp breaker would also be adaquate.

If I read your post correctly 15 min means 15 amps minimum circuit ampacity, and 25 max means 25 amps maximum overcurrent protective device.

If that is so, you probably should run #14 and install a 25 amp breaker to avoid a chance for nuisance tripping.
