Connected Space - Separate Meter

There's a convenience store project I'm working on with a connected coffee area to the left (highlighted green).

Owner is saying they want separate meter for this coffee area.

Per NEC, the entire space needs to have 1 service. How would you go about providing the additional meter for the coffee area?

Provide 2 sets of service entrance conductors per 230.40 exception #2, each feeding a meter.
 
A subpanel with just the circuits for the coffee shop. Add a submeter to that.
That would be the most efficient way of doing it, but usually the landlord forgets to read the meter! EKM has remote metering that is reasonably priced, that would help eliminate that issue, that way the office can pull up the usage without physically going to the store, or relying on a store employee to read it. They make water and gas meters too.
 
Agree with post #5. One service with 1 or more risers is still one service. You will need to meet Code on locating disconnects
