I own a multi-unit apartment. I have five gang meter socket and a 200 amp service. By pulling out the meter socket doesn't that kill the power to that particular service cable or do you have to disconnect the wires from the meter socket. None of my study materials explain how this is done. I notice that the electric company put plastic tabs on the meter socket, but when the electrician tested it he was still getting power. How does an electrician safely connect the service cable to the individuals panels to bring power to each apartment.

Well first you call the utility and file an application for what you need to do (electrician usually does this), then of course you make sure contractor gets electrical permit and may even contact AHJ if any questions need answered. Then utility comes out and does a disconnect, work gets performed, inspected and re-energized by utility. At least that's how it's done in my area.

A lot of times the disconnecting boots are only put onto the load prongs of the meter. This helps keep the voltage coil dry and if the meter has an internal clock, such as clocked ( block ) demand or time of use, it is necessary to keep the clock running.

Your electrician is probably confused by this as the clock motor of a "disconnected" meter continues to run.

To answer your question...it is very possible that pulling the meter will not disconnect the service. There's no way to know....you'll have to ask the power company.
That's one reason many places would require that this work be done by a licensed electrician.
