Conrete floor receptacle

I have a customer who wishes to relocate a receptacle in a concrete floor about 2 feet. This is a residence. The concrete floor will be covered with hardwood when finished. According to 314.29, I cannot use existing floor box as a J-box and cover with the hardwood, am I reading this correctly?

You are correct unless they want to install an access panel in their floor.

A slab saw a chipping hammer and some pipe and couplings no matter what that`s an extra.Here we have to call for a final with rough additions in comment box that way when inspector comes out they are looking for whats in the comment section and not a final.
