I was looking for a low cost solution to replace the driver listed in the specs below to drive the led panel in parenthesis. or any different ideas of how to drive it.

So...
do you have 12vac or 24vac? That would make a difference as to a solution.

If you have 12vac, you should only need a rectifier

He needs a constant-current LED driver. This driver meets the electrical requirements:

I have used that series of drivers and they are really good. It is potted, but not direct burial rated and since it's essentially an OEM part it doesn't have a meaningful warranty. I would direct bury it after coating in Scotchkote and wrapping with rubber tape though.
