constant current regulators and series taxtway lighting

I have 120 taxiway lights is a series circuit with a 4KW 6.6 amp constant current regulator. The lights are mounted on 30" stakes.

The way I read article 250-190, I am required to ground each mounting stake independently with a ground rod on each one.

Can someone confirm this, or give other information that does not require this.

I would first find out what the FAA requires. They can be worse than the NEC.

I have reviewed the FAA specs. several times and haven't found any reference concerning this. If anyone knows of any FAA requirement concerning this, I would like to hear from them.
 
I've just been studying another part of FAA AC 150 anyway for a tower light project so I flipped over to the part for runway lighting...no special grounding requirements from what I could see.
