I have a project that falls under the NEC 2002. The project inspector is stating that underground concrete pullboxes with metal covers need to have the covers grounded per 314.28(C). 314.28(C) refers me to 250.110 which states "....fixed equipment LIKELY to become energized...". My opinion is that the pullbox cover is not "likely" to become energized as the splices are insulated and sealed with resin kits of the like.

Any suggestions?

We bond metallic pullbox covers, maybe due to a couple of electrocutions a few years back.
Ive seen some real bad work in underground junction boxes. I tend to agree with your inspector
 
I guess my response would be that nobody knows how likely it is that the cover might become energized. But given all the press on contact voltage deaths and injuries, I would definately bond the metal cover.

Why locally ground? Shouldn't the EGC provide the lowest impedance path back to the breaker?
