In a temporary service would you allow the neutral bar and the equipment grounding bar to be connected by only the metal enclosure or is this a violation of 200.2b? The egc is under a screw on the equipment grounding bar.
200.2(B) is referencing the continuity of the grounded conductor not the grounding conductor. Using the metallic enclosure for the grounding conductor would not be a violation. Same goes for the metallic raceways or cable armor which can be used as the grounding continuity (conductor) but not for the grounded continuity (conductor).
I agree you cannot use the can for the grounded conductor continuity, But, I read the OP as if the question was asking if it was okay you use the can for the continuity of the grounding bus terminal.

I thought he said the GEC was under the grounding screw,,,he actually wrote the EGC was under the ground bar,,,I should have read it closer. I thought his supplemental GEC was under the ground bar would be in violation of 250.28
After re-reading the op, I see I also misread his question. I now see there is no second question.
His question reminded me of section 250.24, so I guess I posted what I was thinking with no regard to his question. Good lesson for me, I should carefully read the post before responding.
