Can a freezer at 8.1 amps and a 'fridge' at 8 amps be put on a 20 amp circuit?

I guess I should have asked if the two loads are considered continuous loads and how you factor in if the duplex is a dedicated circuit or not.

See definition of continuous load. If my fridge/freezer runs continuously for longer than 3 hours then I need a new one.

I would say yes, the two appliances may be used on a 20 amp circuit.
Neither is a continous load as they cycle on and off.
Not IMHO a good desisgn though since following a power outage both compressors will start at the same instant and the inrush current might open the breaker.
And in the real world these appliances are normally cord and plug connected not hardwired by an electrician. The HO will plug them in wherever they please in many cases.
