Continuous Load?

Question.....
In calculating single family dwellings 220.51 heating ( fixed )has always stated that you calculate it at 100%, but the changes made in the 2005 code 424.3(B) and water heaters 422.13 shall be considered as a contiuous load.Using the standard method, one would would think that both should be calculated at 125%, I would do this anyway,but just poking around to see what others thought.

I think that 424.3 is for sizing the condutors 22.51 is for feeder calulations for non dwelling. IE the feeder suplying more than the heat you count the heat at 100%. a branch circuit on that feeder to the heat would be sized to 125%.
