What is the point of increasing the over-current protection size of a continuous load? I can see increasing the wire size but the breaker? Are most breakers rated for use at 100%?

Most breakers are only designed to be used at 80% continuously and 100 % non continuously.
Most of the breakers we use are thermal magnetic and the closer they get to their rating the hotter they will run, to be rated for 100% the breaker will have to be designed to shed that heat.
There are some breakers that can be purchased for 100% continuous loading but I think those will all be large frame 2 and 3 pole breakers.
