The CSLB is taking up a controversy about who should be allowed to install Battery Energy Storage Systems (BESS) and the scope of permitted work. The Solar Industry contractors (C-46) versus the Electrical Industry contractors (C-10). The National Electrical Contractors Association (NECA) and International Brotherhood of Electrical Workers (IBEW) believe that only Electrical Contractors should be allowed to do BESS, and California Solar and Storage Association (CSSA) believe they can also install BESS.

This was settled last year
If you read agenda item 3(c) in the Meeting Packet for the upcoming March 30, 2022 meeting, you will find that the California Solar and Storage Association challenged that decision, and so the issue does not appear to be settled.

Roger that. I see the defunded CSLB punts to legislators, trying to avoid more industrial-strength enemies.
Actually they CSLB is totally still trying to do this. They backed away from enforcing their previous decision because they did it without the legally required public input ('rule-making process') and their lawyer told them they had a slim chance of showing otherwise in court vs. CALSSA. So now they are starting the legally required process, which will of course take a lot longer.
