welcome to the Forum. I can't address the ICC exam directly, but if you look at NEC you find: Controller. A device or group of devices that serves to govern, in some predetermined manner, the electric power delivered to the apparatus to which it is connected.
That definition, to me, would seem to be pretty much universal.
A switch, pushbutton, dimmer, relay, etc would all be "controllers"

A control device could be something as simple as a 3 phase motor control circuit. I had that (I think everyone else did too) on my Master's. If you see one, watch out for the overloads...they need to be closed, many overlook that.
 
Control devices

I could not recall any questions that stood out except for a relay question. Are all motor control relays to be mounted in the same enclosure? Also can you mount a relay in a raceway?

Well the NEC 2008 has no listed category for that, but the exam results do!

I will also look around at overloads as suggested. There otta be a section that is more specific to that subject. So what section would be the best to study for more information?
