Control Power Transformer Grounding

Ok now i am getting really confused here. In the attchment the secondary of control power
transformer is grounded. why isnt this a phase to ground fault?:(

Because only one side of the coil is grounded which is no different than any other grounded secondary.

The series/parallel loop circuit shown connected to the secondary would work just as well with or without that ground in place at one end of the secondary, since none of the other elements in the circuit use ground as a reference voltage.
But NEC frowns on ungrounded circuits, so the ground was added on one side of the secondary. Note also that the fuse is on the other side of the secondary.
