control transformer to feed outlets?

A plant operator wants me to use a control transformer to feed a few 20 amp outlets. He wants me to use the 480 in the control panel to feed the 2kva single phase transformer.

Would this be code compliant?

Can I ground a secondary leg to the ground within the panel or do I need to tie it to a GEC?
