Control wires routing in transformer

We have installed a 13.8KV transformer/480 Secondary. The electricians installed 24VDC control cables, penetrating the bottom of the transformer enclosure, running approximately10' to the factory installed controls box. Instead of running MC-HL into and through the transformer and directly to the controls box, they terminated the cable at the bottom of transformer and routed the wires through the transformer to an open nipple into the control box.
I have a problem with the mixed voltage and control wires running though the transformer enclosure. I cannot find anything in the Code specific to this installation, can you help?!

The answer is probably in Art 725. You would need to check that Article and determine if your conductors are part of a Class or Class 2 install and check 725.48 or 725.136.
The install may well be allowed but certain details must be followed in regard to separation, etc.
