I have a 14/3 romex cable running from a three-way switch to another three-way switch and would INSTEAD like to:

a) Replace both three-way switches with standard single-pole switches, each independently controlling their own light fixtures, AND
b) Use the existing 14/3 cable to supply power to the second switch, eliminating the use of the red traveler wire, and connecting the wires formerly attached to the first three-way switch, to the power in the first gang box .

QUESTION: Will there be any difficulty converting down this way when the inspector peruses the work, AND can the red wire simply be capped off at both ends?

Thank you in advance,

Yes, 14/3 can be used as a two conductor circuit. I sometimes use 14/3 in remodel work as it is easier to pull through block voids and wall spaces than the flat 14/2. The spare conductor can be capped off for future use or can simply be cut off.
