Converting 3-phase 230volt to 1-phase 120v, or 1-phase 240. Is there a converter anybody can recommend?
Is it even possible. Looking online and not haveing much luck. Customer loves German made tools, and wont stop buying them. He always has odd ball request.

Do you have 120/240 1PH 3W and want to got to 230V 3 PH 3W?
Then you need to use a standard "phase converter", either a simple bank of capacitors, or a rotary style unit, or even a newer generation solid state device. You might even be able to purchase a variable frequency drive (VFD) that can take a 1-phase input and generate a 230V 3-phase output.

For rotary converters I have used both Ronk and Phase-A-Matic. For solid state I recommend Phase Perfect.

As the tool sits right now it runs on 3-phase 230volts/60hertz, trying to convert down to 1-phase 120 or 240

No, you want to convert 1-phase "up" to 3-phase.

We ran a Bridgeport milling machine off a "static phase converter" about the size of a brick, and it worked just fine. But it was a 240V/60Hz motor, and you only get 70% of rated HP.

BTW, isn't German power 50Hz? Your RPM's will be 20% high. Also, you should really have 276 volts (230*60/50) to get rated torque. If this is a home shop it's probably not a concern, but check the motor nameplate.
(I guess it's a coincidence that 480/sqrt(3) is 277).

You could try one of these:

Goes from single phase to three phase.
