Converting a motel to a student dorm

An old abandoned Holiday Inn is being converted to student efficiency apartments.

The question is: should the spacing between receptacles be 12 foot or less, should they be tamper-proof, and should the circuits feeding the receptacles be upgraded to arc-fault?
 
That depends on 1.) which edition of the Code you're working under, and 2.) what your local AHJ requires.

An "efficiency Aprtment" is a dwelling and theese units will need to meet all of the requirements of a dwelling. The fact that they "used to be" motel rooms does not matter, they are now dwellings. The edition of the code being enforced in your jurisdiction will determine the use of AFCI's.

Dwelling Unit. A single unit, providing complete and independent
living facilities for one or more persons, including
permanent provisions for living, sleeping, cooking, and
sanitation.

Its not a dwelling unit unless it meets the definition of a dwelling unit. A typical dorm room would not, since there is no permanent provision for cooking.

If kitchen facilities are being added, its probably a dwelling unit and subject to those requirements.

In my state, they would need an engineering plan, even before the job is approved for construction, so there would be no questions on what was required.

Sounds like one of those amature investor jobs, midnight conversions, no plans just find the cheapest way, and forge forward.
