Converting Barracks into Apartments

Hi Guys - I need some help. I've been asked to convert some old barracks into individual dwelling units for Homeless Veterans. The new units will have sleeping, living, cooking, and bathing so I feel fairly confidant that this qualifies as dwelling units. The rooms are small - 18' x 13', but they have a small bar with electric cooking and a full bath. The service for the entire building is 1200 amps 3 phase. It is a 3 story building. We are putting in 40 individual units on 2 separate floors. My question is about disconnects and feeders: Does each unit need a load center with a disconnect?
 
Thanks E-57. I will check my Code Book tomorrow. As far as whose paying the bills - it is the US Vets non-profit agency. The apartments are for homeless Vets in transition. Currently each floor has a 40 space 3 phase panel fed from the main 1200 amp distribution panel. My thought was that each individual unit - since it is a dwelling unit - has to be wired as an individual unit with its own load center and disconnect. T
 
If it would still be a single metering arrangement, and still be maintained by a single entity - it could remain the same.

Not sure which code you're on - or if these have changed in '05/08 but.... (My 05 is in the truck - 08 does not apply to me)

225.35 Access to Occupants.
In a multiple-occupancy building, each occupant shall have access to the occupant?s supply disconnecting means.
Exception: In a multiple-occupancy building where electric supply and electrical maintenance are provided by the building management and where these are under continuous building management supervision, the supply disconnecting means supplying more than one occupancy shall be permitted to be accessible to authorized management personnel only.
And....

240.24(B) Occupancy. Each occupant shall have ready access to all overcurrent devices protecting the conductors supplying that occupancy.
Exception No. 1: Where electric service and electrical maintenance are provided by the building management and where these are under continuous building management supervision, the service overcurrent devices and feeder overcurrent devices supplying more than one occupancy shall be permitted to be accessible to only authorized management personnel in the following:
(a) Multiple-occupancy buildings
(b) Guest rooms of hotels and motels that are intended for transient occupancy
Exception No. 2: Where electric service and electrical maintenance are provided by the building management and where these are under continuous building management supervision, the branch circuit overcurrent devices supplying any guest rooms shall be permitted to be accessible to only authorized management personnel for guest rooms of hotels and motels that are intended for transient occupancy.
