Converting delta to wye feeder-installing grounded condu

We are converting a 3 wire delta feeder to a 4 wire wye and don't have room in the conduit to install the grounded neutral conductor. I know you can't install this conductor strapped to the outside of the conduit, but we have to justify it to the plant manager. I can't find the reference in the code. Does anyone know where it is located in 2002 or 2005 NEC. Thanks

300.3(B). Same for 2002 and 2005.
