The Annex D examples (see D6) show that you can use Table 220.55 for feeder sizing. Just don't try to use it in combination with one of the alternate calculation methods.
Edit: After re-reading the post, I see that you want to apply note 4. to feeder sizing. I'd say no, since it says branch sizing. Why would you want to, any way? It seems that you'd get more diversity by applying the table to all 3 appliances.
